Camping in the UAE is a fantastic way to explore the country’s deserts, mountains, beaches and remote landscapes. From a weekend rooftop tent adventure in the dunes of Al Qudra to an overnight mountain escape in Ras Al Khaimah, there are plenty of opportunities to enjoy the outdoors.

But is camping actually legal in the UAE?

Yes, camping is generally legal in the UAE, but it is not permitted everywhere. Rules vary between emirates, municipalities, protected areas and individual camping locations. Some areas allow informal camping, while others require advance registration, permits or bookings. Certain locations prohibit overnight stays altogether.

For anyone travelling with a 4×4, rooftop tent, ground tent or camper setup, understanding these regulations is essential before heading out.

TL;DR – UAE Camping Rules at a Glance

Generally permitted

Camping in designated or authorised areas

Check first

Wild camping, beach camping and overnight desert stays

Restricted

Protected nature reserves, private land and prohibited areas

May require permits

Certain organised campsites, mountain areas and seasonal camping locations

Good practice

Take your rubbish home, control campfires and respect wildlife

The most important rule: Never assume that an area is legal for overnight camping simply because other people have camped there. Check the local authority’s regulations before setting up camp.

1. Do You Need a Camping Permit in the UAE?

There is no single nationwide camping permit covering every type of camping in the UAE. Requirements depend on the emirate, the landowner and the type of camping activity.

It is useful to distinguish between three types of camping:

  • Individual recreational camping: A family or group setting up a tent or rooftop tent for a short overnight stay.
  • Organised or seasonal camping: Longer-term camping, designated seasonal sites or camping activities managed by an organisation.
  • Commercial tourist camping: Businesses operating desert camps, glamping sites or overnight tourist experiences.

These activities can have very different approval requirements.

Dubai

Dubai is a popular destination for independent desert campers and 4×4 enthusiasts.

For ordinary short overnight desert camping, recent guidance indicates that prior permission is generally not required. However, this does not mean that camping is permitted everywhere.

Important distinctions include:

  • Avoid Dubai’s protected nature reserves unless you have the necessary authorisation.
  • Respect private property and any restricted or prohibited areas.
  • Check whether a particular beach or managed camping location requires registration or a permit.
  • Seasonal and organised camping activities may have additional requirements.

Dubai Municipality has previously introduced a permit system for caravan camping at Jebel Ali Beach. The October 2020 scheme allowed a 30-day stay at a specifically designated location, subject to an application. This is an example of why campers should check the current rules for their chosen site rather than assume general desert camping rules apply to beaches. Dubai Municipality+2

Commercial camping operations are a separate matter. Dubai Executive Council Resolution No. 24 of 2020 and Administrative Resolution No. 39 of 2023 regulate tourist camps. Businesses operating these camps must obtain the relevant Department of Economy and Tourism permit and meet applicable requirements. These commercial licensing rules should not be confused with an individual’s recreational overnight camping trip. Media Office+1

Abu Dhabi

Abu Dhabi offers some excellent camping opportunities, including Liwa, Al Wathba and parts of the Al Dhafra coastline.

However, the Department of Municipalities and Transport has published regulations covering camping and events in public places.

Its published violations schedule includes:

ViolationFirst offence
Organising, managing or promoting camping in public places without prior municipal permissionAED 10,000
Camping or organising an event with an invalid permitAED 3,000
Not complying with permit conditionsAED 3,000

The fines increase for repeat violations. These provisions are particularly important for organised camping and public-place activities. Individual campers should check with the relevant municipality whether their proposed location and activity require permission rather than assuming that the schedule applies identically to every private overnight stay. Popular camping destinations include:

  • Liwa and the Empty Quarter.
  • Al Wathba.
  • Al Khaznah.
  • Mirfa and parts of the Al Dhafra coastline.
  • Jebel Hafit Desert Park, where designated accommodation and camping facilities are available.

One important exception is Jebel Hafit National Park. The Environment Agency – Abu Dhabi’s code of conduct states that camping requires prior permission from the agency and relevant authorities. Experience Abu Dhabi+1

Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah

The Northern Emirates offer a mixture of beaches, mountains, wadis and desert landscapes.

However, camping rules can differ significantly between municipalities and individual sites.

EmirateWhat campers should check
SharjahMunicipality rules, beach restrictions, protected areas and designated camping locations.
AjmanApproved beach and public camping locations, seasonal restrictions and municipal permissions.
Umm Al QuwainCoastal camping restrictions, private land access and environmental protection requirements.
Ras Al KhaimahMountain and wadi restrictions, protected areas, designated campsites and landowner permission.
FujairahBeach and mountain camping rules, protected areas, and restrictions around wadis and environmentally sensitive locations.

Our recommendation: Contact the relevant municipality or site management before travelling, especially if you intend to camp on a beach, near a mountain attraction, in a wadi or for several consecutive nights.

2. Where Is Camping Not Allowed?

Just because a location looks remote does not mean it is available for camping.

There are several types of locations where camping can be prohibited or restricted.

Dubai Desert Conservation Reserve – Protected Natural Habitat

Protected nature reserves

Wildlife reserves and conservation areas have strict environmental rules. Camping, vehicle access and other activities may be prohibited without specific permission.

Caged and watered desert

Private land

Do not camp on farms, private desert plots or enclosed land without the owner’s permission.

A campfire is one of the highlights of an overnight camping trip, but it is also one of the easiest ways to cause an accident or environmental damage.

Campfires and barbecues are not automatically permitted at every camping location. Restrictions can apply in protected areas, parks, designated campsites and during periods of increased fire risk.

Where fires are permitted, follow these precautions:

  1. Use a raised fire pit rather than lighting a fire directly on the sand or ground.
  2. Keep the fire well away from your rooftop tent, awnings, vehicle and surrounding vegetation.
  3. Never leave an open fire unattended.
  4. Keep water or a suitable fire extinguisher nearby.
  5. Completely extinguish the fire before going to sleep or leaving the campsite.
  6. Do not burn rubbish, plastics or other waste.
  7. Allow charcoal and ashes to cool completely before disposing of them responsibly.

Important: Some protected areas have a complete ban on fires. For example, the Environment Agency – Abu Dhabi’s Jebel Hafit National Park code of conduct explicitly prohibits fires. Always follow the rules of the particular location. Emirates Digital Government

Beach camping is particularly popular during the cooler winter months. However, beaches are generally managed public spaces, and camping restrictions can differ from those applicable to open desert areas.

Before setting up your tent or parking your overlander overnight:

  • Check whether overnight camping is permitted.
  • Look for designated camping zones.
  • Check whether a permit or registration is required.
  • Avoid blocking public access, beach entrances or emergency vehicle routes.
  • Keep a safe distance from the water, particularly during high tides.
  • Never leave rubbish, food waste or charcoal behind.

For example, Dubai Municipality previously introduced a designated caravan camping area at Jebel Ali Beach, requiring a permit. This demonstrates that beach camping can be subject to specific municipal approval even when other forms of recreational camping are possible without a permit. Dubai Municipality

5. Are Rooftop Tents, Ground Tents and Camper Trailers Allowed?

For the UAE overlanding community, this is an important consideration.

Generally, the type of camping equipment you use does not automatically determine whether camping is legal. What matters most is the location, the activity and any applicable local restrictions.

Camping equipmentWhat to consider
Rooftop tent (RTT)Check that overnight camping is permitted at the chosen location.
Ground tentFollow the same location and environmental restrictions as other camping.
Vehicle awningDo not obstruct public access or occupy restricted areas.
Camper trailerCheck parking, vehicle access and any specific caravan permit requirements.
MotorhomeCheck designated overnight parking and camping rules.
Portable shower and toiletEnsure wastewater and sewage are collected and disposed of correctly.

A few additional considerations for overlanders:

  • Do not drive over protected vegetation or dunes in restricted zones.
  • Avoid parking on the crest of dunes or in locations that create a hazard for other vehicles.
  • Do not discharge greywater or sewage onto the ground.
  • Keep generators and noisy equipment away from other campers and residential areas.
  • Make sure your vehicle and trailer are legally registered and roadworthy.

Remember that being allowed to drive through an area does not necessarily mean you are allowed to park and camp there overnight.

6. Rubbish Disposal and Environmental Responsibilities

One of the biggest challenges facing outdoor recreation in the UAE is littering.

Plastic bottles, food packaging, disposable barbecue equipment and abandoned camping materials can damage the environment and harm wildlife.

As responsible campers, we should follow a simple principle:

Leave the campsite exactly as you found it – or cleaner.

Here are some basic rules:

  • Take all rubbish home if suitable disposal facilities are unavailable.
  • Never bury rubbish in the sand.
  • Do not leave food scraps behind.
  • Avoid disturbing wildlife or feeding animals.
  • Do not cut down trees or damage vegetation.
  • Avoid driving over plants or fragile natural surfaces.
  • Never pour engine oil, fuel, chemicals or wastewater onto the ground.

These are more than just good camping practices. Environmental protection laws and protected-area regulations can carry penalties for damaging natural habitats and polluting the environment. Dubai Municipality

7. Important Safety Regulations for Desert and Mountain Camping

The UAE’s desert and mountain environments can be unpredictable. Even experienced overlanders should take precautions before heading out.

Flash floods and wadis

Flash flooding is one of the most serious hazards for campers in the UAE.

A dry wadi can become dangerous very quickly following rainfall, even when the rain is falling some distance away.

Avoid:

  • Camping inside wadis or dry riverbeds.
  • Parking near drainage channels.
  • Setting up tents in low-lying valleys.
  • Crossing flooded roads or flowing water.

Under Federal Decree-Law No. 14 of 2024 on Traffic Regulation, entering valleys or flood zones during rainfall can attract a fine of AED 2,000, 23 traffic points and a 60-day vehicle impoundment. Gathering near valleys, flood channels or dams during storms can attract a fine of AED 1,000 and six traffic points. Gulf News

Desert driving and recovery

If you are travelling off-road to reach your campsite, make sure your vehicle is properly equipped.

We recommend carrying:

  • A suitable tyre pressure gauge and air compressor.
  • Recovery boards.
  • Rated recovery points and recovery equipment.
  • A suitable tow rope or kinetic recovery rope.
  • A shovel.
  • Sufficient drinking water.
  • A first-aid kit.
  • A satellite communication device or emergency communication alternative for remote trips.

For remote desert camping, travelling with another suitably equipped 4×4 is strongly recommended.

Weather and temperature

Winter is generally the most comfortable camping season in the UAE, but desert temperatures can drop considerably overnight.

Check the forecast before leaving, carry appropriate sleeping equipment and avoid camping during severe weather warnings.

If you are looking for places to enjoy an overnight camping trip, the UAE has plenty of options.

The following are examples of popular destinations, but always check current access and camping permissions before travelling.

My recommendation: Use this as an evergreen UAE camping regulations guide and review it at the start of every camping season. In particular, verify the Abu Dhabi permit interpretation and the current status of Dubai’s Jebel Ali Beach caravan permit before publishing, as these are location-specific rules rather than blanket rules for all recreational campers.
